Record Chinese biotech out-licensing meets rising US scrutiny

China’s emergence as a global biotechnology innovation hub has become a source of strategic concern in the United States, prompting policymakers in Washington to re-evaluate how to respond to its growing influence, according to a recent report by a leading analytics firm.

“The country’s latest biotechnology success is strategically important, with implications extending beyond healthcare innovation to include pharmaceutical supply-chain resilience, economic competitiveness and national security,” said Edita Hamzic, a healthcare analyst at UK-based data analytics and consulting firm GlobalData, in a press release on Tuesday.

That success has also brought intensified political and regulatory scrutiny. “The US policy response reflects concerns around its competitiveness and technological leadership, rather than the country’s scientific capability alone,” Hamzic stated.

The strength of China’s innovation pipeline was visible in the rapid growth of licensing deals, as the value of innovative drug out-licensing agreements reached about US$110 billion between January and June this year, a record high, according to figures cited by state broadcaster CCTV earlier this month.

Beyond drug discovery, Chinese pharmaceutical companies were also expanding advanced manufacturing capabilities in specialised segments – including high-potency active pharmaceutical ingredients, peptides and small molecules – GlobalData reported.

Earlier this month, US lawmakers introduced legislation designed to increase transparency around foreign influence in the pharmaceutical industry, framing it as a first step towards reducing reliance on Chinese medications and medical technologies.
