
Senior Superintendent Ian Chow Ngai-kong, 51, was found guilty by West Kowloon Magistrate Vivian Ho Wai-han on Thursday, after she dismissed the defendant’s testimony and ruled that his attempt to characterise their interactions as an affair was “nonsense”.
The victim, who was a government clerk, earlier told the court that Chow had molested her three times at police headquarters on June 19 and November 1, 2024.
She testified that the first incident that June involved Chow patting her buttocks outside his office while she was talking to his secretary.
At the work party in November of that year, Chow put his hand on the victim’s waist, before groping her buttocks for several minutes and using her hand to stroke his genitals.
The court heard that he then whispered to her that he wanted to spend the night with her.
