Ernesto Ruffo Appel, former governor of Baja California state, was arrested by Mexico’s Attorney’s General Office (FGR) in Ensenada, Baja California on charges related to organized crime, fuel theft, and tax evasion through Ingemar, a firm founded by Ruffo.
According to the FGR, the arrests followed a long-running investigation into an alleged fuel contraband network linked to Ingemar, a company founded by Ruffo. Prosecutors allege the company participated in large-scale fuel imports that evaded customs duties and taxes, known as “huachicol fiscal”.
